Oops... their HOA was watering a pot farm

Sometimes people just don't know what their HOA is providing. There's the pool, a gate, and the gardeners. But in one case recently, the gardening was continuing on down in a ravine beyond the community. Unbeknownst to some Orange County home owners, pot farmers had tapped into their main water line and were using their water to grow over 18,000 plants. The enterprising farmers had built an irrigation system about a mile long.

What I find odd is that there's no mention of anyone noticing what must have been an astronomical watering bill. If their HOA fees were high enough to cover the added cost, then they obviously had so much money, they didn't know what to do with it. You'd think that the property management company would say something if there wasn't enough money. Or did they just tell the home owners to dig deeper in their pockets?
